He has experience working as a quality assurance employee for the USDA. In 2009, he received his Bachelor of Science in Liberal Arts from Excelsior College. David Williams has his Master's Degree in Contract Management and is pursuing his second Master's Degree in Procurement Contract Management from the University of Maryland. He is a member of the Associations of United States Army, the National Contract Management Association and the National Defense Industrial Association.
